Chichester Board of Selectmen
Minutes of Meeting
April 24, 2012

Members present:  Mike Paveglio, Richard DeBold, Jeff Jordan
Others Present for all or part of the meeting:  Nancy Tanner (Town Administrator), Matt Cole, Alan Quimby, Lucille Noel, Ed Millette, Anthony Galdieri

Firefighters Riley Northrop and Troy Ward gave a demonstration of the LUCAS device.

Chairman Paveglio opened the meeting at 7:00pm.  

Public Hearing on the acceptance of two LUCAS CPR machines

There should be no ongoing cost associated with the machines with the exception of battery replacement when needed.
Mr. Paveglio made a motion seconded by Mr. DeBold to accept the donation of two (2) LUCAS chest compression systems from the Concord Hospital Trust and the Chichester Fire fighters Association with an estimated value of $13,000 each; 50% of the donation was funded by the Concord Hospital Trust and 50% was raised by the Firefighters Association through generous donations. Motion passes.

Anthony Galdieri – CIP Committee
Mr. Galdieri would like to serve on the CIP Committee.  He reviewed his back ground with the Selectmen.
Mr. DeBold made a motion seconded by Mr. Paveglio to appoint Anthony Galdieri to the CIP Committee for a term of one year. Motion passes.

David Noyes
Mr. Noyes presented the Selectmen with an intent to cut.  The intent was signed.

Other Business

Town Hall Windows:  The restoration process has begun.

Forestry:  Effective 5pm 4/21/12 the ban on open burning in Chichester is lifted.  Significant rainfall has reduced the fire danger enough to allow open burning.  Fire permits are required for all open burning when the ground is not covered with frozen precipitation.  Contact your local Warden for a fire permit.

Community Building:  Nancy received an estimate from Amour Electric to do the work at the Community Building as was recommended by the Joint Loss Management Committee.  She asked that it be paid for out of the Facilities Capital Reserve Fund.   

Mr. Paveglio made a motion seconded by Mr. DeBold to expend $332 out of the Facilities Capital Reserve fund for the purpose of completing the JLMC recommended electrical work at the Community Building.  Motion passes.

Spaulding Forest:  The Conservation Commission drafted a letter to the Attorney regarding an easement.  The Selectmen are in favor of submitting the letter to the Attorney.

CIP:  The Selectmen approved the 2012 CIP memo to Department Heads.

Perambulation:  The Town of Epsom sent a letter and would like to make arrangements to walk the boundary lines.  Mr. DeBold will follow-up.

Food Pantry:  Mr. Paveglio made a motion seconded by Mr. Jordan to accept and expend a donation of $250 from St. Stephen Episcopal Church in support of the food pantry.  Motion passes.

Heritage:  Lucille reported that the Canterbury Road tree project is complete and gave thanks to Bob McAnney for his work on this project.

Wells:  The situation with the wells was discussed.  It was decided to consult the Town’s legal counsel.

A motion by Mr. Jordan and seconded by Mr. Paveglio to adjourn the meeting at 8:05pm.  Motion passes.
